For an auction format listing (with or without Buy It Now and/or Best Offer options) the auction ends and either there is a winner or there isn't. If there are bidders but no winner (i.e. "Reserve not met") the seller can make Second Chance Offers to the bidders (as s/he also can to the losing bidders when there is a winner, e.g. winner backs out or the seller has duplicates s/he wants to sell). If you want to bid on the auction your bid must be RECEIVED and timestamped by eBay's servers before the end of the last second (note that eBay has been truncating endtime displays to the minute more and more but the auction actually ends x days to the second after it started).
For a fixed-price listing (no auction, no "Place bid" button) it means nothing to a buyer (for the seller it means s/he has to pay insertion fees or use up one of his/her monthly allowance of free basic insertions). The listing "autorenews" for another month until it is sold or the seller ends it manually.
