An eBay seller can list an item at any price that they want to. There is nothing eBay can or will do.

Buyers will pass on an overpriced item when it has other competition.

Sellers will often raise the price on an out of stock item until they get more in stock. It looks like that is what this seller has done. They raised the price on March 6 and also changed the quantity on the same day. Looking at their feedback for that item, the price used to be around $18-19
