This assumes the Seller is in the US too.
If you can buy from other Sellers then the issue is on the Selling account. The Seller will have to check their Blocked list to see if your ID is there.
While your account dates back to 2010 and is 16 years old you have not purchased much in all of that time. Your Buying limits may be rather low, not sure, we do not have account access.
