eBay has a money back guarantee but you have to file a refund request within the time limits allowed.
You have 30 days from the last estimated delivery date to file a refund request with eBay For an item that is not received. And 30 days from the date of delivery to file a refund request for a not as described item.
After the 30 days you have other options such as filing with the charge back with your bank or credit cardThose are usually limited on time and it varies from 90 to 180 days.
I'm sorry you were not aware of these policies to take advantage of them And that you had a bad seller

eBay still has a link to their Money Back Guarantee on every listing. You have 30 days from the estimated delivery date to take action if you don't receive you item in order to receive your refund. When you wait a year, there is no avenue for help.

Ebay has never allowed theft through their website.
