I am trying to purchase from a previous seller. I am getting a message that says "The seller isn't accepting bids or offers from you" and I do not understand why.

If you previously purchased from this Seller before, did you leave them positive feedback with positive comments?
Sellers are allowed to block any eBay ID for any reason. A Seller is not required to share with eBay why they blocked a Buyer and eBay cannot force them to unblock someone.

OP1 year agoThe last purchase that I made from this buyer about a year ago was 50xDVD-RW discs. Some of the discs were defective and he refunded me $6.20 of the $24.12 total purchase. That is the only issue that I have had with this seller and should not be a reason to block me.

Just move on to a seller who is happy to do business with you!

Buyers get that message when we are put on a seller's Blocked Bidders' List. Apparently, your seller had a less than pleasant experience during your prior transaction(s).
BTW, when a buyer is blocked in this way ... eBay automatically blocks all messages the buyer might send to the seller ... so the seller isn't even aware that they are attempted to be contacted.
I'm very sorry this happened. It's best to just move one and find another seller who appreciates your business. 🙂

When a Seller needs to issue a refund, that has a negative effect on their account that can stay there for a year.
We have no way of knowing for sure, but if this Seller had to refund you, they may not be comfortable selling to you again. EBay cannot force them to do so.
