The seller is not responsible for the refund
Good morning, the seller is not responding to the Surface Pro 7 I paid for. He doesn't want to refund me the money and never responds to my message. Please, I want your help. It's been more than 3 days.

You can ask, but they do not have to cancel.
Once you receive the item, you may be able to return for a refund. Does the seller accept returns?

Have you returned the item?
Once tracking shows the return has been delivered, the seller has a limited amount of time to respond. If they do not respond then you can ask eBay to step in and help you.
Can you give more information about where you are in the process?
