If the tracking number itself does not show delivery, you should be able to win an "item not received" case easily.
If you mean that the number does not correspond to a delivery to your address but still shows delivery to your area, in that case you will need to obtain hard copy documentation from the USPS. Contact eBay via social media direct message to report "false tracking", and you should be given the opportunity to provide your documentation to eBay.
