The seller asks me to close a case without having returned my money
I need help, I bought a product that according to the seller would arrive on July 5, today is July 15 and I have not received anything, the seller asks me to close the case on eBay so I can return my money. If I close the case I would be stating that the seller has already returned my money.

That's correct. This seller is scamming you. Don't do it! Just go back to the case and use the option to ask eBay to step in. They will force the refund.
Unfortunately, there are a lot of sellers (mostly located in China) who pull this stunt. Once you close the case, you'll never hear from the seller again.
