The "Review Offer" function is not working

Question

I made an offer to a seller and then tried to review it but when I clicked on the "Review offer" function I just get an endlessly spinning wait circle on an all-white pop-up. I tried clearing the browser cache on my Windows PC, using a completely different computer, using the eBay app on my phone, even using the browser on my phone and a data connection instead of my wifi and nothing works -- the problem is absolutely with eBay. Who can this be directed to so that it's fixed?

In the end I had the issue resolved by an eBay tech, the problem was and probably remains on their back end. I was able to have my particular order resolved, but the "Review offer" function never worked, it had to be done through tinkering on their end.

The item is still available and I IMMEDIATELY went to "Review offer" when I realized I selected the wrong color. There are also multiple units of the item being sold so that's not the issue, it's an eBay issue.
