If you can sign in to your eBay account, you should be able to change the phone number associated with your account here:
https://accountsettings.ebay.com/profile
If you cannot sign in using a browser, you may be able to change or phone number using the eBay app.
If neither work for you, you will likely need to contact eBay via the "Need help signing in?" link on the page where you are prompted for your password.
