The item was never shipped

Question

Ordered an iphone in 03/25. Was supposed to be here by 04/03, but the seller never shipped the phone snd never answred any of my messages. I am in an endless loop with "the item hasn't arrived yet."

I don't know what to fo next. EBay doesnt give me any options to report it.
