The item I purchased 7/8/24 has not shipped. The seller will not respond to my requests.
Ebay says if the item has not arrived by 7/16/24, I can cancel the order. Today is 7:16/24 but the option to cancel is not available

You can not cancel the order. Only the seller can cancel. You can open a not received claim after the delivery date has passed.
After the last expected delivery date, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts. Do not select return.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.
