The is supposed to be paid by the buyer but when I try to print a label it's trying to charge me for
Why am I being charged for shipping when it's the buyer responsibility

The buyer pays eBay a total amount that covers the item cost, the shipping specified by the seller, and sales tax, if appropriate.
eBay takes the sales tax and sends it to the buyer's state government, then removes eBay's fee amount and makes the rest available to the seller after up to thirty-one days from delivery.
The seller can use a portion of the buyer's payment -- including the portion set aside as the shipping amount -- to pay for a shipping label on eBay before eBay releases the remaining funds after the payment hold.
