The decline of ebay
I have been a member since Jan. 2002, buying and selling. Over the last 2 years I have noticed a decline in the character of the buyers and sellers. I have received counterfeit coins, was accused of selling a fraudulent coin, which I had verified as a genuine ASE by a professional coin dealer. I have had numerous bid withdrawals this past year, never happened before last year. I am asked amazingly stupid questions on item I am selling and most irritating buyers who take 4 or five days to pay. E bay is no help to the sellers. It seems it no longer buyer beware but seller beware. Most recently a buyer claimed a package arrived torn with no coins. How do I verify this. Interesting way around tracking. I issues a refund. So today I am faced with counterfeiters, liars, thieves, cheats and and a general public that seems reflective of the general moral decline of our country. My best to all you sellers. Sellers beware.

Sorry you are experiencing so many bad buyers. I can't help with all of your issues but these steps will prevent unpaid items.
1. The only way to avoid this problem is to list as Fixed Price immediate payment required, only NO auctions and NO best offers**.
**( eBay does have a new setting you can turn on to require buyers to provide a payment method before they make an offer, it is at the bottom of this page: https://www.ebay.com/bmgt/buyerrequirements.)
To have the immediate payment required option you will need to change listing tools if you are using the Quick Listing Tool.
Sign up for Seller Hub while working from your computer to create your listing using the New Listing Tool.
A. Go to https://www.ebay.com/sh/landing
B. Click Start Using Seller Hub
C. To create a new listing go to your active listings page:
https://www.ebay.com/sh/lst/active and click the blue Create listing button near the top, right-hand side of the page.
D. The IPR box is located by selecting edit all fields in the payment section for this listing tool, then click on the blue hyper link for Payments Managed by eBay. On the next screen you will have the option for Immediate Payment Required.
2) If you have offers from suspicious buyers or they don't pay then add them to your blocked buyer list:
https://offer.ebay.com/ws/eBayISAPI.dll?BidderBlockLogin
3) If buyer doesn't pay then on the 5th day after sale cancel as buyer hasn't paid. This prevents the buyer from leaving feedback and they receive a strike. Final value sellers fees are not charged until an item is paid for. Do NOT send an invoice as that starts the clock over again for when you can cancel as buyer hasn't paid.

4) Have you set up your shipping preferences and buyer requirements in account settings:
1. Block buyers whose primary shipping address is in a location I don't ship to AND block buyers with 2 or more unpaid items in 12 months. https://www.ebay.com/bmgt/buyerrequirements
2. Require buyers to provide a payment method before they make an offer or bid on an auction>>
