THE CUSTOMER WANTS TO RETURN SOMETHING BECAUSE IT DID NOT HAVE A HAT INCLUDED. NO HAT WAS SHOWN
CAN'T GET A HOLD OF ANY BODY AT EBAY. THE CUSTOMER LIED AND SAID IT WAS INCLUDED WHEN HE KNOWS IT WAS NOT. HE CLAIMS I MIS EPRESENTED IT.

If the buyer files a refund request saying that the item is not as described then you need to accept the return and issue the return shipping label. There is no way for a seller to prove to eBay that they shipped what is in the photo on the listing.
The eBay Money Back Guarantee overrules your returns policy. Your return policy only applies if the buyer files a buyer's remorse return: Doesn't fit, changed mind, etc.
If you do not accept the return willingly then the buyer can ask eBay to step in and forces a refund. You do not get your seller's fees back, you get a defect and the buyer may be allowed to keep the item.
If the buyer abuses the eBay MBG in some way then you can report them but it doesn't get your money back:

Sellers have protection for return abuse if they offer FREE RETURN shipping on their listings OR if they are a Top Rated seller and offer 30 days or greater returns. The seller can then reduce the refund amount by up to 50% if the buyer sends a different item or somehow reduces the value of the item.

OP2 years agoI WRITE IN CAPS DUE TO EYE ISSUES. BEEN DOING THIS FOR 23 YEARS IT IS GETTING WORSE. BASICALLY YOU ARE TELLING ME YOU CAN LIST A 2 DOLLAR REPRODUCTION COMIC BOOK. TAKE ACCURATE PICTURES AND WRITE IN CAPS THE COMIC IS A REPRODUCTION. SHOW THE REPRODUCTION SCAN BAR AND THE CUSTOMER THEN CLAIMS THE COMIC BOOK WAS TO BE AN ORIGINAL AND THINKING YOUR JUST GOING TO GIVE IT TO THEM CLAIMS IT IS NOT ORIGINAL AND FORCES YOU TO PAY THE 8.00 IN SHIPPING AS A HOSTAGE AND OR RUIN YOUR PERFECT RATING. EBAY SHOULD NOT FOLLOW THE KMART PATH.

Mentor2 years ago@svhoneybee Sorry but that is the way the eBay Money Back Guarantee works. It shouldn't cost $8 to return a single comic book. You can report the buyer once you have the item back if they abused the eBay MBG. This can cause the buyer to lose their return privileges.
You can also try asking eBay to step in if you wish before the buyer returns the item but I can guarantee you that if you do that then they will rule in the buyers favor, you get a defect and the buyer keeps the item.
Sometimes it's better for a sellers bottom line to just refund without a return. You can write the loss off on your taxes either way with refunds.
