This is a new feature announced by eBay a few months ago.
It's purpose is to allow Buyers with a solid history of paying quickly for their items to continue shopping with THE SAME Seller's auction listings to take advantage of combined shipping.
It's also to cut down on Sellers having to refund Buyers for combined shipping.
The Buyer can continue to shop with you for up to seven days, but if they are done shopping sooner, they will be charged immediately for their purchases with you.
Its a win-win!
