The buyer paid for his backpack about 15 days ago and I shipped it the next morning but his package
I shipped it the next morning but it left San Francisco post office where I melted from and went to the next post office where it's been for like 11 days stuck so what do I how do I find out where the package is and why it's stalled and what do I tell my buyer

Take a screen shot of the eBay tracking showing its status and message the customer letting them know you are going to file a missing mail piece to try and get it "unstuck" from its current location.
Next, file a Missing Mail piece with USPS.
If the Buyer files a claim that they have not received their item make sure you upload tracking and refund them before the claim ends. You can contact eBay on the last day of the claim and ask for an extension, they will grant up to 10 days depending on the tracking status and other factors.
If you wind up refunding the Buyer and the package is delivered after the claim ends eBay will reimburse you, this is a new policy they recently instituted to help protect Sellers from carriers not fulfilling their part of the transaction.
