If you have already refunded the buyer, there is nothing that eBay can do. Once a voluntary refund is made, any link to a return label stops working, as eBay considers the matter settled.
If you want the return, issue the return label, then wait for the return before refunding the buyer.
If the buyer is cooperative, you may be able to provide the buyer with a prepaid label outside of eBay, but you cannot force the buyer to return the item.
