The bid I won is missing parts. He sent only a partial order.
He said he will send the rest of the order on another shipment (he said he forgot some parts & it was un-intentional) but he needs me to approve of the original purchase and say I got it all. Is this normal?

The seller can CHOOSE to do the right thing and send the missing parts, don't let them string you along.
If they don't send the missing parts right away then file a return request case and don't close it until you have a refund. The seller will pay return shipping for the items you did receive and then refund you 100%.
The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request.
Here's what you need to do:
Open a return with the reason doesn't match description or photos.

Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.
