Temporary buying restriction

I opened a new account on ebay and am trying to buy an item. I have added a UK debit card as a payment method. I do buy it now, then confirm and pay, and get this msg:
You’ve reached a temporary buying restriction.
You can only buy items where you can pay immediately at checkout. To continue, find an item with an immediate payment method and click on the “Add to Cart” button in the listing.
I don't understand what an immediate payment method is or why is there a buying restriction on my account. I'm simply buying, not bidding, and have a valid debit card to pay with. What is the problem pls???

You are located in the UK.
You need to return to your home site: https://www.ebay.co.uk
There is currently a glitch when you search, bringing you over here.
In the future, use the SHOP BY CATEGORY on the left side of the screen, or type in your KEYWORDS and then use the SEARCH on the right side.
Immediate payment required means you must pay for the item as soon as you make the purchase.

As a new ebay member ebay imposes a limit on how much you can spend and or on how many items you can buy at first, until they consider you to be a reliable payer.
Since you have posted about your issue on the U.S. based community ebay.com I'm wondering if you were trying to make a purchase from a U.S. seller, who may not ship to the U.K.
