Taxes on an international purchase?

Hi. Can anyone help me understand why I'm being asked to pay taxes on a purchase I'm paying for in Euros, that will ship from Germany, to me in the U.S.? Is this normal? Is it new? Who is collecting the tax, and who is it being paid to?

Whether a purchase is subject to sales tax depends upon the law in the location the item is being shipped to, in this case your state. eBay is collecting the tax as required by your state, and remitting the payment directly to the state's department of revenue.

The fact that the item is coming from outside the US is not relevant.
