(1) An "I-9" Form does not apply to eBay sellers. An I-9 Form is a document required by the Department of Homeland Security, US Citizenship and Immigration Services. Its title is Employment Eligibility Verification. eBay sellers are not considered eBay employees.
(2) You might be trying to ask about the Form 1099-K. eBay (and other third-party payment processors) are required to report -- to the IRS -- all eBay sellers for whom eBay processed transactions that meet two criteria: (a) Number of Dollars: $20,000 and (b) Number of Transactions: 200. These federal thresholds/criteria were put back in place with the July 4, 2025, signing of the One Big Beautiful Bill Act (OBBBA).
(3) Those thresholds apply to transactions during the calendar year from January 1, 2025, through and including December 31, 2025. eBay does not make these reports based on any plural year, or fiscal year, time periods.

New Jersey apparently requires a Form 1099-K at a $1,000 per calendar year threshold, regardless of number of transactions. eBay does comply with state laws concerning Form 1099-K. If you sell at least $1,000 during 2025, eBay should send you a Form 1099-K.
