We wanted to let you know your payouts are on hold because we haven’t received a Tax Identification Number (TIN) for your account. We need your TIN for reporting purposes, as required by the Internal Revenue Service (IRS), and for other regulatory purposes. Additionally, if we don’t receive a TIN for your account, we’ll soon need to withhold taxes from your gross payouts as required by the IRS. Don’t worry, it’s easy to get this resolved and get paid. Just provide us with one of the following - Social Security Number (SSN)
- Individual Tax Identification Number (ITIN)
- Employer Identification Number (EIN)

Sellers are required to provide tax information. This seems legitimate. The information in those links will be critical reading.
eBay is now required to issue 1099s to sellers who qualify.
If eBay doesn't have the TIN information, they can't/won't pay you. The funds will be sent to the state and you will have to apply through them to get it.
