Tax-exempt buyers

Question

I am buyer,end user is the people in China, I sent a offer ($20000
) to the seller to purchase SSEC 2000, when I plan to pay, ebay make a bill with taxes $1875 , total is $21875.00 since end user is outside of USA, need to make tax-exempt, after doing taxes exempt, I can pay , pls help me to fix this problem, thank you.

Since ebay told me need the seller apply buyer taxes exempt , so I sent email to the seller, asked him to do it, due to Sunday , I didn't get he reply, after I get him reply, I will let you know!

Your registration shows you are located in China. China has a tax exempt status?
