@lwillse. If you'd tell us what you're trying to contact customer service about we might be able to answer your question.
Or if you tell us what the problem is O can give you tips on getting through to an agent. You have to be eBay topic specific and brief when typing in the chat bot box.
A buyer purchased an expensive purse. She requested a return. I have a no return policy, but agreed. I refunded her. eBay states I sent a return label.
after a week, I hadn’t heard from her, so I requested help. Today, she replied to my 5 texts (since 12/27). She claims she didn’t get return label. im told the matter has been resolved by eBay. So now I’m out the purse and $150+.
If this is a legitimate mixup, I would get her another return label, but I can’t figure out how to do this.
More information than you needed! Also, I’ve been a decades long ebayer with a perfect record.

If I am understanding correctly you refunded the buyer before you got the purse back.
Once you issue a refund the buyer can no longer access the label from the case.
All you can do now is send the buyer a return shipping label in eBay messages as a jpg not a pdf. Buy the label from PIrateship.com.
I would go to the order details and select see contact info on the right and get the buyers phone number to text them and ask them to please return the purse using the label provided.
You can't force the buyer to return the purse so I'd say something like sorry for the confusion I was in too much of a rush to refund you. Please use the return label that you'll find in your ebay message folder. Thank you.
If the label is not used pirateship.com will refund you after 30 days.
@lwillse. Also since you have been selling a long time you probably know that your return policy is only for buyers remorse returns.
If the buyer SAYS that the item is not as described then you must accept the return and issue the return shipping label. If you don't eBay forces a refund, you get a defect, you don't get your seller's fees back, buyer may be allowed to keep the item.
Then once you get the item back you may qualify for Seller protection and be able to reduce the refund amount by up to 50% if the buyer somehow reduced the value. For example obviously used the purse which reduced the value.
