You can not subscribe to store until you have items listed for sale.
Start to list your first item. eBay will stop you during the listing process and have you enter your checking account info and personal info needed to establish your selling account. Your bank account will be the default for paying selling costs like a store subscription.
Why do you want to subscribe to a store? You should wait until you know you can make use of the benefit of a store subscription - at least wait until you know your personal selling limit. Until you can save money with a store, it is just an added cost.
