Stuck in verification hold
Summary: cardcagoillinois2016 expressed frustration over being stuck in a verification hold despite completing requested actions weeks ago. They mentioned issues with tracking not updating to "Delivered," which is affecting their account status. Attempts to resolve this through customer service have been met with inconsistent responses, leaving them with a large amount of money tied up. They are seeking advice on how to escalate the issue for a higher-level review.
I have been stuck in verification hold for weeks now, after providing my ID and updating tracking on 4 items that had sold within the last day (these were the two reasons given to me). Everytime I speak with customer service I get a different answer. From what I can tell it’s the standard envelope tracking for selling trading cards that is never updated with “Delivered” status that is contributing to this hold. I have buyers messaging me saying they received the card, but that doesn’t change the status. I have thousands of dollars tied up while on this hold, and it’s becoming more and more distressing by the day. Everytime I explain this to someone at eBay I get some variation of “complete the items that we emailed you and it’ll be off hold”. I completed these items weeks and weeks ago. Someone please help. How do I escalate this to a higher level where an actual human can review my case?

"Everytime I speak with customer service I get a different answer".
That is because ebay's CS reps work for a 3rd party call/chat service and they try to answer questions by reading from the play book provided by ebay. They may not understand what the problem is and give wrong answers.
There are requirements for getting ebay's new seller transaction holds lifted they are:
1) Complete 90 days since your first successful sale and achieve a minimum of $250 in total sales.
You have only been selling for the last month and haven't reached either threshold yet.
2) Consistently ship items and upload valid tracking numbers. Funds usually release within 1 to 2 days after delivery confirmation when using eBay shipping labels.
If you are using ebay standard envelopes for shipping there are no delivery scans. That method is like sending metered mail.
3) Earn positive feedback from buyers, which helps signal to eBay that you are a trustworthy seller.
In reality feedback doesn't count towards lifting the hold. Seven of your 12 feedback are Automated ebay feedback which may not count towards actual buyer feedback. From what I've seen, you have yet to leave a feedback for any of your buyers, which is something you should do, to encourage receiving feedback from them. It also helps if buyers check your feedback profile to see actual feedback from other buyers.
Your seller rating is updated on the 20th of each month, and it would help to use a different return policy. Stating No returns does not help you, especially if a buyer claims an item is not as described, in which case the Money Back Guarantee trumps your policy.

A Three day return policy may dissuade a buyer who travels often or is tied up with family or work, from buying from you. You may want to consider a 14 day policy.
