First, make sure the registered name on ebay matches exactly to the name on your checking account. You can make any changes here:
My ebay > Summary > Account > Personal information
Make sure you supply a physical street address. You can change to your P.O. box later.

That’s too long for Community. Keep it simple and focused:
This is usually a verification loop, not your listing.
Try this:
Use desktop or incognito (browser issues can cause this)
Clear cache or reinstall the app
Check your payouts/verification info here:
https://www.ebay.com/sh/fin
Also check your email for any “action required” from eBay.
If it keeps looping, it’s a verification hold and eBay has to clear it on their side.
