Stuck in a automated loop trying to resolve an purchase issue

Question

I'm stuck in an automated response loop trying to get credit for a purchase that never shipped.

eBay says...

You can’t open a request for this item

You can't file this request because you already filed a dispute for this order with your payment institution.

But the payment institution is PayPal. PayPal won't process the request and says I need to deal with eBay. I see no way to chat or message a real person to get support on this.

Any suggestions would be greatly appreciated.

Ebay will not be able to help you since you filed a dispute with Paypal.
