Strange Message Requesting Account Verification

I received a message from thomasjessica-8033 stating:

⠀An important automatic notification from our service⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀⠀Thanks for being with us!Our policies have recently changed, due to this, you need to pass quick account ownership confirmation.Without this, we are unable process successful purchases of your products⠀For further actions, pass quick confirmation here:⠀[URL removed]⠀Click ‘View page’ to continue

When I click on the user that sent the message it shows no longer a member. I find it strange that someone would create a membership just to send this phishing message, but the page link goes to a page requesting credit card information. Is this a common occurrance? I did not complete the form as it seemed phishy.

It is a recent SCAM. Glad to hear you did not respond to it. Messages regarding your account would come from Ebay directly, not from a member's username.
