Strange Bid Offer Error

Question

Good afternoon.

I attempted to place a bid for a product for five dollars.

However, each time I do so, I get the following error: "We are unable to send your message at this time.{e292057-1167542x} ".

Ebay's dumb butt "artificial intelligence" thing gave me nothing, and referred me here. Is this an error on my end, Ebay's end, or my credit card's end? Is there something I am doing wrong?

P.S.: This has happened with multiple products I have tried to order, not a single individual account.
