How do I permit a freelancer to work on my store? I want to design the store, add logo and banner and etc and need a professional to do this work so what kind of permission or the process to give the person to do this without giving him/her my direct log? Thanks

A designer familiar with eBay's requirements does not need access to your store. They can create the files and send to you for approval - it is like looking at photos.
Once you have what you like, you upload them to your store yourself. It is easy to do. I did it several times.
