Stopped payment because I had not recieved item. Ebay will not guarantee my purchase or protect me!

I bought a set of rims and tires from a seller that was probably a scammer. I waited three weeks and did not get the item went and look it had not even been shipped. I messaged the seller he said to delete the item because he had lost the item. OK I paid right away with my apple card. I had waited three weeks so I was sure the charge had already been processed but put a stop on it in case I could save myself 1590.00. I had also reported it to ebay but they were very slow in responding so I did the stop pmt just in case. Ebay does not tell you they won't guarantee purchases if you do this. So I am nervously waiting until the 31 st to see if I will be charged for this item meanwhile the seller is still active and basically if he got my money, stole 1590 from me and ebay will not help me. Anyone else have this issue and how did you solve it. I have been a member of Ebay since they began and this really is terrible.
