Stolen Package
Suspect my delivered package was Stolen
What recourse do I have if I never received my package but USPS records show that it was delivered? Ebay informed me that my case for a refund is closed. Am I considered that I have to assume to incur the price I paid for the item?

Actually, you may have fallen prey to the False tracking number scam. You filed a claim through eBay that you did not receive the item but since tracking showed it was delivered, they ruled against you. While there is a chance it was stolen if you live in a fairly safe area the scam may be more likely. Here is what we share with customers when that happens.
You need to get a document from the Carrier stating that the package was not delivered to your address and then contact eBay with that information to prove delivery confirmation was to a different address than yours. Make sure you tell eBay it was a False tracking number scam.

Mentor2 weeks agoIf tracking shows it was delivered to your address, but wasn't, call or visit the carrier with the tracking number and insist they track down where the package was actually left, which they can do with scans and GPS.
If delivered to a wrong address they will try to retrieve it. Also watch the tracking for a scan it got turned in or returned to the seller.
If it shows it was delivered to your address and is now stolen or missing, it is a matter for a local police report and your insurance company. Neither ebay or the seller can help further.

OP2 weeks agoIf I understand your reply to my situation, I have to assume that I have lost my payment amount and can not do anything about it? I'm ready to accept that fact if indeed I no longer have any recourse to have the amount I paid out returned to me.
