Stock photo listings - Are they suppose to be accurate?
I purchased an item on Ebay for a pair of shoes and the listing included a picture of dust bag / tote bag. When I received my shoes, it did not come with the bag. All sales are final and the item can not be returned according to the listing page. Is it fair for me to ask for a refund?

The item cannot be returned for buyer remorse reasons, but CAN be returned when the item is not as described (or in this case, depicted in the photo).
You should receive what was shown in the photo as well as what matches the written description.
You can open a case for an item not as described and return the purchase at the seller's expense for a full refund. Alternatively, you can ask the seller if he has the dust bag that he can send to you. He may not, or he may not follow through on sending it. He may offer a partial refund as another possible solution.
How to proceed should be based on how much you want to keep the shoes.
