Still not shipped
How can eBay tell me I can’t cancel an order because shipped but the tracking number shows it hasn’t even arrived at shipping facility? Was told 12 hrs ago it’s been shipped and it hasn’t! That’s reason for wanting too cancel it’s not going to arrive for Christmas and that he isn’t a US Seller like he advertises Am I overreacting?

Not every shipped item gets an acceptance scan, or a tracking update. Some overseas packages only get a scan when they cross the border.
Only the seller can cancel, because only the seller may be in a position to know if the item has actually shipped or not. A buyer can request a cancellation, but the seller does not have to cancel just because a buyer has requested it.
If the item does not arrive by the last estimated delivery date shown at the time of your purchase, the next day you can file an "item not received" case with eBay. Three business days later, if the seller does not cooperate, you can ask eBay to step in and force a refund.

Mentor1 year agoThat is not bull. That is how it works. When the label is printed, ebay sends a message stating the item has shipped. What is needed is an acceptance scan from the carrier.
I'd wait until one day after the last estimated delivery date to see if the item arrives. Then you can decide whether or not to file an Item Not Received case to get your money back. Then you can go to this link to close your account:
