State Delivery Fees
Unless you are new to the planet and don't know this yet, you'll never experience a time in your life when someone, usually a politician, won't come up with another nonsense idea about how he/she can put their hand in your pocket.
The "delivery fee" is just another example of states taxing you simply because they can.

Not sure what you mean by "delivery fee," but if you are referring the fees being charged to sellers on the item plus the shipping and handling cost that buyers pay, note that it is customary for payment processors to charge the selling fee on the total sale. eBay is no different. They are processing the entire payment (item price + shipping + sales tax) - not just part of the payment.
If you are referring to the sales tax on shipping that states require eBay to collect on their behalf, that is determined by each state and applies to the state the buyer has the item shipped to. Most states charge sales tax on shipping.
