The location information you see comes from the internet service provider of the network used to sign in to your account. If you are using a VPN or a hotspot, or certain kinds of privacy software, those can affect the location displayed.
If the time and browser information correspond to your own sign-in activity, the message could be about your sign-in, particularly if your network provider has a headquarters in the location cited.
If you have reason to believe that someone else has gained unauthorized access to your eBay account, change your eBay password immediately.
