Someone continuing to bid after retracting a bid

Question

I listed an item and received an initial bid. The bidder then contacted me to say he was retracting his bid because of negative feedback (my only one, btw). He was then outbid. This morning he has bid again.

My guess is he is the person who left the feedback on another account and is trying to subvert my auction. Regardless of my feelings, after telling me he was retracting a bid, he bid again which makes me highly suspicious.

How should I proceed?

If you don't want his bid, cancel it ASAP (price will go back down to $23 but you have 4 days left) and add him to your Block Bidder/Buyer List.
