I would refund the buyer for the cost of the item (not including shipping), relist, and let the buyer know the new item # so he can repurchase with the correct address if he still wants it. (He must change the address during checkout, before completing payment.)
If you cancel, you will also refund the shipping he paid which should not come out of your pocket as the mistake was his.

The buyer can repurchase the item if they choose, using the correct shipping address.
