Sold an item, shipped, never arrived..
I sold an item, it shipped, it never arrived but can be seen in transit (just stopped moving). This is a postal issue not my issue?
buyer challenged it, EBay took from my account.
Shouldn’t this be a USPS claim? Why am I penalized and how do I dispute, the dispute channel suggestion didn’t work.

It isn't a penalty, it's a refund. The buyer gets their money back from the seller; the seller gets their money back from the post office.

Mentor11 months agoIn this case, it is your issue. You are responsible for getting the product to the buyer. In eBay's eyes, you contracted with the carrier (USPS) and you need to take care of the buyer.
What you should do is to file an insurance claim with the carrier. Items shipped by Ground Advantage or Priority mail are automatically insured for $100. This can be done online with USPS and if it has passed a certain time, they are usually quick to pay out the claim to you.
I use a screenshot of the order details to prove value of the item. Filing a claim just takes a few minutes. It is worth it to get your funds back.
In the future, you should avoid having eBay step in and solve the issue as each time they do, it causes a "defect" on your account. If you get too many defects eBay will charge you an extra 6% on fees and/or restrict or suspend your selling abilities.
