So I am a seller and having an issue getting my item back
so I had a buyer purchase one bank note from me when there was a quantity of three and it clearly said, sold separately in the listing and in the details. He claimed he thought he was getting all three even though one was already sold so the quantity said two, and after explaining to him, the mistake that he had made, I offered to accept a return on the item. Which I typically do not do, I have not received the item yet, but I’ve already issued the refund and they’ve put a claim to your eBay, but I’m getting nothing back from them. What would be my next steps? I’m getting either mvbank note back or at least the money that he originally paid me back for it?

This is not how refunds are done.
You issue a return shipping label, receive the item back, then refund.
By voluntarily refunding before receiving your item, you have effectively closed the transaction.
eBay cannot “pull back†or force the buyer to pay again for the item.
You will have to work with the buyer. Hopefully, they are honest and will repay.
