What iOS version are you using on your phone?
If the version is new enough to support the eBay app, delete the eBay app, restart your phone and install the latest version of the eBay app.
If the version is not new enough to support the eBay app or you cannot get the app to work, delete the app and use a browser to reach ebay.com instead.
