shop_724 is a scam and has no store on ebay

Question

I have recently attempted to buy an item from a seller listed as shop_724. My item was paid for the day I ordered it and has yet to be shipped. The item is a week overdue and no signs it was shipped. No contact from seller after sending two messages. I believe this is a scam as no ebay store exists when you search the shop_724 listing. The business associated with this is listed in Germany--this is info listed at the end of my item's listing.

Sellers do not have to buy a store and sellers without a store are not a scam. Go to your purchase history, click on I haven't received my item. Your seller has 3 business days to provide tracking that shows delivered or refund. If not, on the 4th day, you can ask eBay to step in and they will force a refund. As stated above, you have 30 days to do this.

Not sure what you mean about there being "no store"; the seller's store is here:

Starting the day after the last estimated delivery date, the buyer has up to thirty days to file an "item not received" case with eBay. If the seller is unable to provide tracking that shows delivery, the seller is required to refund the buyer. If the seller does not cooperate, the buyer can ask eBay to step in and refund directly.
