South Africa is part of the eBay International Shipping Program (eIS). If you look at your listing, if South Africa is not on the long list of countries you ship to, it's the item itself that cannot be shipped using eIS.
Many countries have regulations that prevent some items from being shipped there. The country is not blocked. The item is.

What is the item number?
On rare occasions a keyword falsely blocks an item, that is why I am asking for the item number.

Mentor5 months ago@970kirby I see that is blocked for ALL countries. This means that the EIS program is blocking it as not allowed at all OR doesn't like a Keyword.
This MAY be due to the word Seed because most seeds can not be imported to other countries. You can try revising your listing and taking all mention of seed.
Also what are the package dimensions?
