Shipping to Brazil item for $7 and postal payment in Brazil
I have sent the item to Brazil. I declared the value of item as $7 as it was in my offer, now on information of tracking the item I can see it got stuck in city Curitiba (the destination is Rio de Janeiro) and requires payment for some reasons. `It says "Aguardando pagamento do despacho postal" which according to translation means "Waiting for postal payment".
According the information on the Internet the packages up to US$50 are free of charge:

I have contacted the Buyer but they didn't response.
Do you know why do they require the payment? I have sent package to Brazil for the first time.
What can I do? I don't want this package to return to me because I would need to pay shipping cost twice (sending and return) and refund the Buyer. It means I would lose quite a lot of money...
