Shipping scam
I sold a helmet to a buyer and shipped it to Washington. It was delivered and picked up. Then whoever picked it up shipped it to Taiwan. Buyer says he never got it.
so now I am out a motorcycle helmet and his payment.

Could you provide more details as to how you're out the helmet and the Buyer's payment?
As long as you shipped on time to the address in the Order Details and tracking shows it was successfully delivered to that address, you should have been protected by eBay.
Did the Buyer open a refund request on eBay or did they just message you and you refunded?
If they open a request on eBay did you respond on time with the tracking showing delivery?
