I placed an order on a item that is listed free international shipping after a while the seller send me a message that the item was free shipping in the 48 state for international shipping would have to pay I think this a fraud advertiment

You are located in Puerto Rico. PR is considered domestic shipping, not international. You have zip codes, and the USPS ships there.
