Shipping Returns by post office
I shipped the item. The post office e returned it to me because the address was incorrect so they could not deliver it. Ebay has my account marked as "delivered" . It was delivered back to me the seller/shipper. So I have it the buyer wa to to cancel the order, maybe: and I cannot get a hold of e ay agent to ask what I should do.

You can Refund the Buyer less your out of pocket shipping cost. eBay sees the returned package situation because of the problem with the address as completed and thus mark it Delivered. If the Buyer files a claim that they did not receive their item simply upload the tracking number so you are protected against the claim.
That is a Buyer issue not a Seller issue.
If the Buyer still wants the item they can Buy it again as long as they correct their address or you can just add them to your blocked list on this page: Buyer management | eBay
