Shipping refunds when shipping is not as promised?
I ordered an item on november 26th which said it would be shipped in 1-2 days. the seller overcharged me for shipping (i paid 14$ for usps standard, clothing item in an envelope) but did not ship the item for over 2 weeks and did not communicate at all about the delay until i asked her (despite it being the holiday season), so it took almost a month to arrive. the seller ignored my message asking for a full or partial refund on the shipping. do i have grounds to contact customer service since i paid for delivery in 5-7 business days which i did not receive, or not? thanks!

No, eBay will not force the seller to offer you a refund on the shipping. They will force the seller to accept a return and pay the return shipping - late arrival makes the item not as described. If you open a return request, the seller will have the opportunity to offer you a partial refund to keep the item, but that is her choice.
Go to your purchase history - select return this item. Under reasons select does not match the description, and follow the prompts. Enter late arrival in the comments.
The seller has 3 business days to send you a return label or a refund. If she doesn't, or says she cannot send a label, go to your case and click 'ask us to step in'.
